Creative and relevanceBetter creative lowers cost directly. On Meta Ads this is the largest controllable factor, and it moves numbers more than bidding changes do.
Tracking qualityBroken conversion data makes everything more expensive, because the platform optimises toward the wrong people. Under GDPR, enforced by state-level data protection authorities that are among the most active in Europe this needs building carefully.
